The Planning, Research and Statistics Department is the service and coordination hub for the general and strategic planning of the Humanitarian Affairs and Poverty Reduction Sector’s programme, plans, projects, policy initiatives, research, data collection and management as well as inter-agency linkages. The department also monitors and evaluates these activities.

It operates the following divisional structure, namely:

• Planning and Policy; and
• Research & Statistics
• Monitoring and Evaluation
• Bilateral and Multilateral

The Department plays its primary role by ensuring that the objectives and activities designed around the Vision and Mission of the Ministry are achieved in a sustained, coordinated, result – oriented and systematic manner through effective linkages with all Departments, Agencies of the Ministry and other MDAs as well as the political leadership.

FUNCTIONS OF THE DEPARTMENT

The detailed functions of the Department are presented below:

1. Initiating, proposing, implementing and reviewing of Policies in the Humanitarian Affairs and Poverty Reduction Sector.
2. Planning and coordinating of the sector’s activities.
3. Monitoring and Evaluation of Capital Projects of the Humanitarian Affairs and Poverty Reduction sector and Agencies.
4. Participating in Joint Commission Meetings, Bilateral/Multilateral Discussions.
5. Coordination of all Federal Executive Council Matters.
6. Collation and Evaluation of Annual work plans of Departments and Agencies in the Humanitarian Affairs and Poverty Reduction Sector.
7. Relations with other MDAs;
8. Interface with all Agencies under the supervision of the sector on plans, programmes, budget implementation projects and service wide issues.

9. Conducting research on matters relating to Humanitarian Affairs and Poverty Reduction Industry;
10. Regular dissemination of Humanitarian Affairs and Poverty Reduction Statistical information to data consumers.
11. coordination, compilation, publication and dissemination of Annual progress reports of the sector;
12. Collaborate and Advise the Ministry, Parastatals and Major stakeholders on issues of Research.  
13. Ascertaining through research the compliance of Humanitarian Affairs and Poverty Reduction industry in Nigeria to international standard and practices and Steering the Implementation of the provisions of the Freedom of Information (FOI) Act.
14. Collection of Air traffic data on passengers, aircraft frequencies, cargo and mail movements.
15. Collation, analysis and harmonization of traffic data generated from the Agencies of Humanitarian Affairs and Poverty Reduction industry.
16. Production of Humanitarian Affairs and Poverty Reduction Statistical Reports/ Progress Report and.
17. Planning and organizing statistical surveys/ programmes.
18. Collection and acquisition of information resources and materials (print, non print and electronic);
